Here, this Hauptmann (Captain) is assigned, to do the full business as a Grppenkommandeur. But he is yet no Gruppenkommandeur, but is expected to get one soon.
With your kind permission, I would like to add a little bit to the English side of this, Horst. I might change and add the following:

"But he is not yet officially the Gruppenkommandeur, but rather in a probationary status until his superiors decide that he is able to do the job to their satisfaction, which often took anywhere from a month or two to 5 or 6 months. Then, the Luftwaffenpersonalamt would be notified and his status would officially be changed from m.d.W.d.G.b. to Kommandeur."
