Seeing the whole thing, I think the piece you asked about represents a Zug (platoon) and so the numbers may denote a strength of 2 officers and 14 men.

I have begun to wonder about that as well, it being a platoon, but not sure what would have been in LW nomenclature. The 2/14 I expected to be Off/OR All the best Andreas
