Steve is quite correct
The photo depicts the PZL 11/III in the 1932 Cleveland Air Races.
Most probably it is the pilot Colonel Jerzy Kossowski in front.

However I am much more delighted over the find of the solitary Douglas Dolphin, here http://www.ebay.de/itm/ws/eBayISAPI....m=370696165201
I even stick out my neck and say this is F-ANJT stuck at Le Bourget...
