Verlagerung der Hydraulikabteilung (of the Fluggeräte ELMA Factory) is the main subject of the letter, which means that the department that takes care of the hydraulics is moved to another site. They speeded up the move and indicate which things have already been completed at the time of writing.
They also indicate why the Fahrwerksentwicklung (development of landing gear) hasn't been able to be relocated yet... Not worth such a price, I guess...
