51. MTAP was at Kolberg, Germany (spelling from Russian) from April 1945 if I got it right. And Orlenko Ivan Feofanovich (hope my try of English transliteration is right) is given as commander (Oct 1944 - May 1945). I didn't find his rank with quick search. Check the unit homepage too (in Russian):

Mr. Anrey Dikov is the expert of Baltic Fleet aviation and should know the rest and more. I am interested too.
