Yes, as the Beobachter (observer) the one actualy making the observation, monitoring etc.) in a recce mission.

In an actual recce mission, Kartenbeobachtung could also mean, patroling, monitoring and or observing/ compareing an area based on or in order to create a map for the purpose of gathering intelligence.
