It's indeed Sturzangriff auf Armeestab as Gerhard suggested but the location is Klewan.

Klevan' (Klewan)/21 km NW of Rovno (Rivne) and 172 km NE of Lvov (Lemberg).

But I must confess: I, too, thought it was Pleskau (Pskov) when I first looked at it.
