George you are quite right of course (post 6), Historical Study 107 actually uses the word "withdraw" ie. "The Army is prepared to withdraw Army Air Forces from anti-submarine operations at such time as the Navy is ready to take over those duties completely". The Army-Navy agreement followed a meeting on June 10 1943.
No doubt VS and VSB duties carried on unaffected in the Caribbean (cf. VS40). Regards Nick
