Thanks Hans, looks like you are quite right; I just remembered this photo, in Germany 1954.
51-7328 was delivered on Nov. 27 1951 for service in Europe as an L-19A.
The 2nd and 3rd planes have the Army insignia but not apparently in full colour (was red-yellow-blue).
