The way I read that message is that the 13 x 13 cameras were normal equipment in Stabsstaffeln by early August but that the RLM did not want to change over to the 30 x 30 size.

You mean 18 x 18, or?
These Ju 88 were they the A-5F version?

Resurrecting this thread, I've just found an interesting document in Bundesarchiv RL 7-3/754: Arbeitsstab V / Technischer Arbeitsstab 31, Bd. 3: Verschiedene Angelegenheiten (1937–1944).

This is dated 26 August 1940 and describes the Do 17 Z-3 as a Stabsstaffel Erkunder (= HQ flight scout). Its characteristics are "As for Z-2 but RB 20/30 and 50/30 on reconnaissance operations".
