Multiple 423rd IAPs?

Hi,

I understand that there were several 423 IAPs in the Soviet air force during WW2. One 423rd IAP PVO was redesignated 787th PVO on 3/42. Another 423rd IAP PVO served in 142 IAD starting 4/42, while another 423rd IAP served in the active army 10/41-12/43.
Were there two 423rd IAPs (one PVO, the other in frontal aviation) active at the same time?
