Is this by chance a reference to possible intelligence reports from Japan relating to Nomonhan (Khalkhin Gol)? That is the only major combat operation involving the Soviet Air Force with rockets I can think of that took place around that time. I-16 fighters did attack Japanese ground positions with rockets and there are (as far as I know unverified) accounts of I-16 fighters engaging Japanese aircraft with rockets. Of course, most of this combat took place in June, July -- before September. Just a thought. MB
