ohne Flugzeuge = without aircraft, as you thought. I have no idea where Palas is! The intelligence report I used was in the form of a list, the actual map overlay was not reproduced unfortunately.

www.expedia.com/maps Search* does find one Palas near the coast of Black Sea just west of Constanta. I try to put direct link of the resulting map below, let's see if it works out: http://www.expedia.com/pub/agent.dll...0&Pins=|86cbbf Seems to work, but the location name "Palas" disappears from the linked picture though appears in the search results window on my screen!
