This section of Wikipedia is simplified (naturally) but correct.
Overyone can have low points and high points of career. We are not robots.
Let me add that Steinhoff as new Kommodore tried to support Bär when he was "down". But you can´t do it with a subordinated Gruppenkommandeur for ever.
