Bomber Training Units in France

Were Luftwaffe bomber training units based in France (ie IV.(Erg.)/KG 3, IV.(Erg.)/KG 4 etc) directly sub-ordinate to Lfl. 3 or were they sub-ordinate to IX.Fl.Kps.

Was IX.Fl.Kps. a purely operational command?
