Luftwaffe insigna
Would any militaria expert provide me with some information concerning this Luftwaffe insigna ?

IMHO that is not a Luftwaffe insignia at all. A Luftwaffe eagle would have curved wings and would be as if doing a dive flight.
To me it looks like Army or -if not military- Political/ Civil.
