No, the A-2 normally came with cannon. On a photo they are absent on one T3+HH, but checking again, that photo seems to be from much later in the war. The question remains if they were sometimes removed on the embarked Ar 196s as they may have impaired seaworthiness. But they seem to have been present during Weserübung.
