I will let Poles talk about September 1939.
On the night of 29-30 Dec 1940 or 30-31 Dec 1940, the Luftwaffe bombed London and targetted especially the City district. No factory, docks, railway station or barracks. As for the Rotterdam and probably the Varsaw bombings, bombing a big city like that because enemy troops are defending the surrounding area can be considered as bombing civilian targets. |
