"LC" is an organization code for Technisches Amt (Technical Office), an independent office in the framework of Reichsluftfahrtministerium (Imperial Air Ministry).
"LC II" is a code for the Second Department of Technical Office which was responsible for the aircraft development. So, the translation could be as follow: der Amtschef - the Head of Office der Chef der (Abteilung) LC II - the Head of Department II As I know, the Head of Office was from the beginning until June 1936 Oberst Wilhelm Wimmer, the Head of Department was Major Dr.-Ing.
