Laurent beat me to the draw (congratulations) for I was about to write precisely this.

Most people including soldiers have only very vague ideas about foreign flags. Unless they give very precise details like "horizontal stripes" such information should be handled with care. At the time (March 1940) there were ships and boats from several countries around: German, British, Dutch, Belgian, possibly Danish. French boats are less credible so far from their own country and ports.
