Well
I am not a historical expert but as a native german speaker Schaffsrat or Shaftsrat sounds pretty strange. Stadtrat (town councillor ) makes sense, but such a person has hardy anything to do with selling airplanes. Edit: or Staatsrat = State Council |

It's possible to get an sight on the document? As an German native speaker I believe "...schaftsrat" is an part of an longer word like "Wirtschaftsrat" or so.
